Πραγματοποιήθηκε στις 10-13 Δεκεμβρίου 2003 στη Σόφια, με την εκπροσώπηση συνδικαλιστικών και εργοδοτικών οργανώσεων της Βουλγαρίας, συνδιάσκεψη για το Ευρωπαϊκό κεκτημένο, την πληροφόρηση και τη διαβούλευση των εργαζομένων στη Βουλγαρία, που οργάνωσε η συνομοσπονδία Ευρωπαϊκών Συνδικάτων (ETUC).
Στη συνδιάσκεψη παρενέβη από Ελληνικής πλευράς ο πρόεδρος του ΙΝΕ/ΟΤΟΕ σδ. Αριστοτέλης Λάκκας, ο οποίος παρουσίασε τις εμπειρίες των Ελλήνων εργαζομένων για τον Ευρωπαϊκό και Κοινωνικό διάλογο στην Ελλάδα.
